Your Solution? off the cuff remark: I like people who acknowledge a share of the blame and work to correct the problem. It's called taking responsibility and having integrity! A. In some areas the prices were inflated mostly due to what people were paying for homes. An appraiser must justify values by using comparable sales occurring near the subject property. If people are selling at higher values the appraisals will be higher. This can escalate (and it did drastically in some places), until the price exceeds the value by a considerable amount - ofter 50-100% of the actual value. But again, if the appraiser uses similar homes (and their higher sales prices) to justfy a value, he/she is doing the righ thing. The blame for the bubble can be applied everywhere in the housing market: realtors, mortgage brokers, banks, appraisers, contractors, developers...they all had their share of unscrupulous activity.
